Good entry by Lee. Price is one of the most important conversations you can have with the buying public.
The honest answer is that now that SEO has gotten so competitive, it's simply unlikely that an SEO budget under X thousands of dollars will get you anywhere even for a moderately competitive keyword. Of course, there are a few exceptions for niches of industries that aren't heavily staked out by SEOs, but those get fewer everyday.
